My sister was telling me about the open "escrow account" people were using like check books. When their homes lost their value from the market slump-the banks pulled back the value of the escrow (making many people OWE) and then kept their paychecks that were deposited monthly and didn't give them access to the money they earned.
If you control the money - you control the person.
